(1) Based on the nature of the work in the service, the minimum educational qualification required to perform that work, and the job specification, there will be groups as per Schedule-1, which includes positions of the same nature within the service.
(2) The following categories of service may exist:-
(a) Gazetted:
(1) Specific category,
(2) First class,
(3) Second category, and
(4) Third category.

(B) Gazette numbered:
(1) First class,
(2) Second Class,
(3) Third class, and
(4) Fourth category.
(3) In the specific category of service, there may be posts as specified by the Government of Nepal.
(4) The ranks and unranked posts in the service, group will be as per schedule-2.
